"The IBMP is a cooperative plan designed to conserve a viable, wild bison population while minimizing the risk of brucellosis transmission between bison and cattle."

Apparently this is intended to look to the cattle ranchers like a good-will gesture. Even though there's no evidence that it reduces the risk of contagion, which has never been shown to exist in the first place.

"Humane" removal is code for shooting bison. The linked documents don't specify the method of population control to be employed.
