Maybe because they were doing a "How was your entrance experience" survey by stopping cars about a half mile past the West gate. None of the five cars in front of me pulled over and I'm not sure how many of the fifteen cars behind me pulled over. I was curios about the efficacy of this approach and wondered if the NPS tried it in oh say, 10:00 AM in July or August.
