I'd imagine that if they decide to somehow cap visitor numbers (or at least the number of vehicles in the park) whatever system they employ will have a number of caveats.

For instance, if people have reservations at one of the park hotels/campgrounds, I'd imagine they would get access to the park with their own vehicle.

Of course there are same-day campgrounders, so what do you do with those people?

If a restriction/lottery system were put in place, I don't know that the park system would have enough resources or funding to have the fleet of tour buses/tour vehicles needed. If that's the case, then I'd imagine the park system would have to employ/allow private tours (maybe the companies would have to pay an additional fee to get access to the park).

Of course, these are all just suppositions. Who knows if they will be able to come up with a solid plan to curb/control visitor numbers, at least in the near future?

You have to admit however, that attendance is much, much higher than it was a decade ago, and that we could potentially see those number climb in the coming years. If that turns out to be the case, some sort of action will have to be taken - and in that case I'm sure the change(s) will be unwelcome by some.
