I get your point but the numbers you cited have some errors.

Last year Yellowstone had 4,257,177 visitors, not "roughly 5 million." There is no way the park could handle 5 million visitors. At 4.2 million it was well beyond capacity and there just isn't any more room.

I suspect that number will remain a record for a few more years since the Centennial and Find Your Park programs really encouraged a lot of visitors to the National Parks last year. So far all months but March are down this year compared to 2016.

And Great Smoky Mountain NP is 520,000 acres, not 520. If you look at a map of that park, the geography and road structure are radically different from Yellowstone.

Read the proposed alternative plans for Zion. Charging differential entrance fees was considered and discarded for multiple reasons.
