Jim,

That trail was open throughout the 2017 summer season, and I would expect it to be open this summer as well. It is on the opposite side of the canyon from all the work being done on the Upper Falls Overlook and Uncle Tom's trail parking lot and adjacent area; and it is at the far end of the canyon from the Inspiration Point construction on the North Rim.
