You're in the back half of the Lake Administrative area. As a civilian, you will not see the tower at Lake, Fishing Bridge, or Bridge Bay at all without standing on top of a building or something. I believe you''ll also be able to see it from certain places on Elephant Back, but I'm not sure about that.
