Why would the Park Service need to "dump" dead animals?

The "important" ones like wolves and bears have necropsies; the rest, if they're in a place that causes traffic jams or whatever, could just be hauled back off the road a couple hundred yards out of sight so the ravens, magpies, coyotes, bears, and other scavengers could dispose of the body. In fact I think that's what they would normally do during the seasons when the roads are all open, isn't it?
