Further to your last sentance. I would say it was in the service of wiping out wolves, in that the killing of the alphas is likely to split the pack and maybe cause conflict with domestic animals and so no limit on killing. Very often it is the alphas that are collared and it is no coincidence that so many collared wolves have been killed. Maybe by radio location???
