There is a trail from the Overlook campus down to the Yellowstone, but it is not open to parking and use by the general public because of "liability" reasons. The Forest Service woman says their trail starts near the horse corral inside the Eagle Creek campground. It isn't signed yet because signs cost big bucks. It was snowy, windy and thoroughly unpleasant so I doubt many people were out hiking today although the elk seemed to be enjoying themselves. There were seven cars at the Rescue Creek trailhead (12 at Boiling River) so some hardy souls were braving the elements.
