construction started in October of 2010, but the first few months went slowly. By the winter of 2010/2011, they were making visible progress.

I remember thinking "I sure hope they get the new supports poured before high water season". As you know, they didn't reach that point until mid-2012. They have been working on this project pretty much constantly since they started. Winter has not seemed to be much of a factor. Nor has the high water cycle with spring runoff. I suspect that concerns for minimizing the impact on adjacent land has been a big factor in the slow progress.
