Road from Gardiner to Cooke City open???

My friend and family have reservations in Island Park, thinking at the time that they could go into Yellowstone via West Yellowstone. I think that possibility is closed to them??

However, I was wondering about going from Island Park up to Bozeman (are there any shortcuts?), to Livingston, to Gardiner and then to Cooke City. Is that still open?
