I was specifically thinking of Lamar when I typed that as you'd mentioned staying in Silver Gate or Cooke...the cold pushes the elk down out of the higher country and back into the valley (no guarantee...two years ago they were still well up on the Beartooth until mid-October). Bison will also congregate in numbers (not that they ever really disappear from Lamar, or so it seems).
You'll have a good chance to see/hear plenty of elk (toward the Canyon end) and bison (typically more plentiful toward the southern end, especially early evening) of Hayden as well at that time of year.
