Wildlife harrassment

While on our recent trip to Yellowstone there were two large bull elk on the west side of the road in the Gibbon Meadows. The first night that we saw them we were passing through around dusk so it was light enough to see them unaided. The next night as we passed by there an hour or so after dark and there were several vehicles at a pullout near the previously described spot and they had their headlights shining on the elk. I pulled over and rolled down my window and told the people to turn their lights off and leave the elk alone. Did I do the right thing? I firmly believe this is animal harrassment. The rangers seem to be able to smell a bear jam from clear across the park and show up in short order. Where are they when legitimate harrassment is going on?>
