It appears the laughing man was Asian - I have seen Chinese people giggle in very uncomfortable situations (like a turbulent plane ride on which everyone else was white-knuckled). I think it is perhaps a cultural thing, and should not necessarily be understood to mean he still did not get the potential seriousness of what had just happened.
