I'm thinking the main difference between summer and winter use of roads by bison would be that the bison are a lot more stressed in the winter because of adverse conditions and their ability to expend energy is reduced? I sympathize with those who were conscientious in their winter use of the park before the new guidelines, but isn't it always the way in everything that everyone has to follow certain rules because of those who can't behave responsibly? Sad, but true.
