That's what I take away from the article. Doak doesn't say that the population estimates are wrong, just that comparing to previous counts is problematic because the counting methods have changed. More planes or more hours in the planes.
While peer review isn't perfect, it does ask other professionals to put their reputation on the line. I've no idea how many or which peers reviewed this. The AP article does quote Mattson. I'm not sure if counting large carnivores is Doak's area of expertise, but it certainly is Mattson's area.
Having said all that, I know I certainly see more grizzlies than I did 20-30 years ago. Part of that is that I am better at finding them than I was 20-30 years ago. Experience helps. More bears helps too! ;-)
