To be honest, I can't quite tell whether traffic is continuing to travel over the old bridge while they build the new one, or if the old bridge was dismantled and traffic is traveling over a temporary structure of some kind while the new one goes in in the same spot the old one was in. Funny how one's memory of what was there before just goes "poof" when things change.
