Hard to say anything else without knowing the reason for the "closure." Maybe there's a way to get a permit or some other kind of exception, but otherwise I would think it applies to everyone.

I guess that makes it sort of tricky to keep certain information and directions "secret." The idea that some folks "deserve" access without it applying to everyone is problematic.
